Message The curing direction on the label of Eastwood powders say something to the effect of "place in oven (preheated to 400°F) until flowout. After flowout, reduce temperature to 350°F and cure for 15 minutes".

If the shop followed the directions, the powder almost certainly was undercured quite a bit. The directions on Eastwood's containers are misleading, but any experienced shop should know that the cure time starts once the part itself has reached the cure temperature. The wheel should have been cured at 350°F for 15 minutes (if that is the correct time and temperature) after the wheel itself has reached 350°F. Powder can start to flowout once it has reached 200°-250°F. A part that has as much mass as a wheel very well may take 10 minutes to get to 350°F after it has flowed out, which would only leave 5 minutes of actual cure time if the curing process was timed from flowout.

Again, imo the wheel would have had to been barely cured for it to be effected by a topcoat, but I suppose it's a possibility.
